You can press Alt+Ctrl+Delete in order to enter Task Manager. Close Avro Keyboard by selecting the application and clicking on End Task button. Than you can try using Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
After that, try running AdwCleaner to make sure that there are no leftover rogue registry keys or toolbars in your system.
Avro isn't working, whenever I try to open it, it says Avro is already open. So I tried to uninstall it. Even that doesn't work, I can't uninstall as it says I can't uninstall it because it's already running. How can the problem be solved without installing or uninstalling?

Have you tried restarting your PC and then uninstalling the program without opening it beforehand? If you get the same error message, try to access your Task Manager by pressing CTRL+ALT+DEL and search for the process "Avro keyboard.exe", click on it and then press End Process located at the bottom right of the window. Hopefully, this will fix the problem.

Use the available contact details and get in touch with the developer while you can report this issue as well. I recommend this way because the app doesn't appear to be available on the Play Store anymore.
